Job Description:

The position offers an opportunity to participate in the process of strengthening health systems, improving health service delivery and enabling positive health outcomes, through hands on implementation assistance at state and district levels. Working with a trans disciplinary teams, you can discover, adapt, co-create and disseminate solutions to multiple challenges related to service delivery systems, universal primary health care, human resources for health, capacity building, community processes and health promotion.

The Regional Managers in their respective region, would support Program staff with holistic approach on technical planning, review and programme management at state, district and sub-district levels for implementation of Global Fund Grant program activities assigned to TCI Foundation.

Job Responsibilities:

1. Regional Manager post has been envisaged to provide strong techno managerial support, special emphasis on staff capacity building system to strengthen and comprehends NVBDCP Malaria elimination programme in the region.
2. Oversee the regional activities assigned under Global Fund Grant program to TCI Foundation including but not limited to following:
i. Ensure implementation of approved annual work plans by implementing entities and prepare periodic progress report based on results framework.
ii. Support the experts and internal and external agencies in the development of technical manuals, e-Learning portal and e-Modules.
iii. Schedule training of National Consultants, Master Trainers and Trainers at National level in consultation with TCIF-NPMU, NVBDCP and State VBDCP.
iv. Schedule in-service training of staff in State & Districts in consultation with TCIF-NPMU, State VBDCP and NVBDCP implemented by State VBDCP.
v. Ensure procurement plan implemented in consultation with program implementation entities.
vi. Keep track on development and update of training materials & guidelines, TORs, templates, formats along with guidance document on activities under the program.
vii. Ensure the operations of the program to realise optimum and timely work outputs.
viii. Work with consultants and other team members to serve as the nodal member for cross organization/department activities.
ix. Gather and analyse evidence from field review visits from different states/districts to inform policy and advocate appropriate changes.
x. Support in situational analysis on various aspects of the program.
xi. Provides technical assistance and programmatic support to staff, consultants and internal and external agencies and departments associated with the Program.
xii. Provide Program directions to States in accordance with program approved jointly by NVBDCP, CCM and Global Fund.
xiii. Work with program divisions in the States to enable synergies with central level.
xiv. Regular follow up with State & District VBDCPs on the progress made to fill up the gaps.
xv. Facilitate and support collection of regular data through monitoring activities as per monitoring and evaluation plan.
xvi. Engage with the senior functionaries at NVBDCP and State & Districts VBDCP as required for representing TCIF-NPMU in meetings, for carrying out advocacy, present evidence from State and districts field visits etc.
xvii. Prepare program analytic and progress reports on monthly, quarterly and annual basis for submission to TCIF-NPMU and other authorities as directed.
3. Undertake such other assignments, which may be assigned from time to time by the TCIF National Program Coordinator.

Evaluation Reviews & Reporting
4. Track progress of program, correct delays and update TCIF National Program Coordinator on regular basis.
5. Provides periodic updates to TCIF National Program Coordinator on actions taken on issues identified by implementation entities.
6. Statistically analyse monitoring and evaluation data and provides feedback to the TCIF-NPMU, implementing entities, NVBDCP, and other entities as per requirement.
7. Submission of periodic reports based on agreed targets and progress made along with monthly dashboard related to program indicators and share with National Program Coordinator on regular basis.
8. Conducts periodic program review meetings, and workshops with TCIF-NPMU.
9. Undertake such other assignments, which may be assigned from time to time by the TCIF National Program Coordinator.

Required Competency:
• Excellent verbal & written communication skills.
• A team player with demonstrated ability to work in a multi-disciplinary team along with good interpersonal abilities.
• Presentation skills
• Ability to write analytical reports.

Computer proficiency
• Proficiency in commonly used packages like MS Word, Excel, Power Point.
• Ability to use internet for desk research, literature review and accessing other relevant documents.
• Statistical analysis of program activities.

Preferential Qualification/Skills:
• Experience in public health programme at national/state level.
• Familiarity with relevant Government policies, strategies, functioning of National Health Mission (NHM) and or State Health & Family Welfare Societies’ activities.
• Experience in implementing and supporting health care programmes.
• Working in the public health system in a leadership position in areas of capacity building and operational research.
• Worked related to National Health Mission and/or in NVBDCP programmes at National/Regional/State level.
